There are five councilmembers who serve overlapping terms of four years, and the Council, in turn, elects one of the councilmembers to serve as Mayor for one year. The Council selects a City Manager to administer the affairs of the City.
The City provides the following services: public safety, highways and streets, sanitary sewer, storm drainage, culture-recreation, library, public works, planning and zoning, and general administrative services.
