City Council to Consider 2020-21 Budget, Emergency Generators at June 23 Meeting

The City budget for fiscal year 2020-21 and emergency backup power sources will be the public hearing items at the City Council meeting on Tuesday, June 23. The meeting is being held virtually on Zoom, with the open session of the meeting scheduled to begin at 7:00 p.m.

Below is a brief overview of each public hearing item, followed by a link to a staff report with more detailed information.
  • Approval of Fiscal Year 2020-21 Budget. Facing a total projected deficit of $4.3 million, City staff have developed a plan to balance the City's budget for 2020-21 using a combination of unrestricted reserve funds, contributions from employee groups, and strategic cuts to operating budgets. An agreement with the Service Employees International Union Local 1021 on a 10% furlough program — combined with other personnel reductions — results in over $1.5 million in personnel reductions necessary to balance the budget.   • Emergency Generators and Backup Batteries. The Council will consider two issues related to backup power during public safety power shutoffs. The first is the creation of local incentives for the installation of backup battery systems like the Tesla Powerwall. The second is an amendment to the municipal code to allow backup generators to exceed noise limits during a public safety power shutoff or other emergency, provided that specific conditions are met.
