February 4 Council Meeting to Focus on Amended Housing Element, Objective Design Standards

The meeting of the City Council on Tuesday, February 4 will primarily consist of study sessions related to state housing mandates. A "study session" means that the Council will discuss modifications to draft documents but will reserve final review and approval for a later date.

The open session of the meeting begins at 7:00 p.m. in the Council Chambers and via Zoom. The following business items are on the agenda:
  • Item 5A - Study Session on Draft Amended Housing Element
    The Council will review the latest draft of amendments to the City's 2023-31 Housing Element and provide direction on changes to the inventory of housing opportunity sites. The Council will also discuss alternative options in the event of the failure one or more of the ballot measures required by ordinances 1128 and 1022.
     
  • Item 5B - Study Session on Objective Design and Development Standards (ODDS)
    For this item, the Council will consider the latest draft of new City regulations that would address state laws limiting the ability of municipalities to deny multi-unit building projects on subjective grounds.
     
  • Item 5C - Study Session on Rezoning for Housing Sites
    The Council will discuss the modifications to the City's zoning ordinance and the ballot measures that would be necessary to make development possible on a significant number of opportunity sites in the Amended Housing Element.
     
  • Item 5D - Modifications to Speed Limits
    The City is required by the state to conduct a traffic survey every five years if it wants to enforce speed limits by radar. For this item, the Council is being asked to approve an ordinance that would reduce speed limits on six segments of the Bridgeway corridor, as recommended by a traffic consultant.
