Program 8 Implementation: Public Property Conversion to Affordable Housing
Program 8 in the City's Adopted 6th Cycle Housing Element addresses the City of Sausalito's plans to convert city-owned properties into affordable housing during the planning period. The program focuses on two key city-owned sites:
- Site 84 (Martin Luther King Jr. Park Property):

This site is planned to remain in City ownership and will be made available for affordable housing development through a long-term lease arrangement. Based on the successful passage of Measure J at the November 2025 Special Election, the City is in the process of drafting a Request for Proposal (RFP) for this site, which will be structured jointly with Site 75 (described below), with the commitment of releasing the RFP for developer response by March of 2026. The City will work with a City Council working group appointed Task Force in drafting and finalizing the RFP and will conduct outreach to affordable housing developers and non-profits to ensure they are aware of this opportunity.
2. Site 75 (Corporation Yard):

The City will relocate the existing Corporation Yard operations to support affordable housing development on this site. Site 75 will be included in the joint RFP, which will also include the MLK site (described above), with the goal of releasing the RFP for developer response by March of 2026. The City will work with a City Council working group appointed Task Force in drafting and finalizing the RFP and will conduct outreach to affordable housing developers and non-profits to ensure they are aware of the opportunity.
Both sites will be made available either through agreements with affordable housing providers while remaining City-owned, or as surplus sites consistent with the Surplus Lands Act. The City commits to providing financial incentives for affordable housing projects on these sites, including fee waivers or deferrals, priority processing, and grant application assistance.
As part of the implementation of Program 8, the City worked with a City Council working group appointed Task Force to draft a joint RFP for both sites (Site 84 and Site 75), based on the draft Notice of Availability (NOA) that was prepared in late 2025, in order for the City to remain in compliance with Program 8 requirements in the Adopted 6th Cycle Housing Element. This joint RFP presents a unique opportunity for developers to create two complementary affordable housing projects on City-owned land, with a combined capacity of up to 81 units of affordable housing. The City strongly favors fully affordable proposals at both sites, with all units serving very low- or low-income residents.
Proposals must be received by: Sunday, May 31, 2026, 5:00 PM. Late proposals will not be accepted. Delivery by mail or courier is at the proposer's risk. Please submit all proposals to:

IMPORTANT: All proposals submitted in response to this RFP must include development concepts for both Site 84 and Site 75. The City will not accept proposals for only one site.
Please note: A mandatory virtual pre-proposal meeting will be held on Monday, April 20, 2026 (specific time TBD). All proposers are required to attend this meeting.

Program 8 - Public Property Conversion to Affordable Housing: Feedback Form
Program 8 of the City's Housing Element specifically calls for evaluating City-owned and other public properties for their potential to support affordable housing construction.
As part of this effort, the City is now seeking community input on the conversion of public properties to affordable housing. This feedback will help inform the City's approach to implementing Program 8 and ensure that any potential projects align with community values while meeting the City's housing obligations under State law.
The conversion of public properties represents an opportunity to create much-needed affordable housing in Sausalito while maintaining public ownership and control over the development process. Any projects developed on public land would be subject to the City's standard review processes and community input opportunities.
